I Vow To Try To Understand This

Maybe I'm missing something. The Drudge Report carries the Headline: "Bush Vows To Save New Orleans". I click the link. Here's what I get:

President Bush says that Hurricane Katrina is "one of the worst natural disasters in our nation's history" and that the recovery will take years.

Uh...duh? I guess I need to read between the lines for the whole "vow to save New Orleans" part.
